How do you get essence of ice, one may ask? The simple answer given to people ignorant of the ways of magic is to use cold spells. But when that essence is broken down to a more fundament form, it turns into water essence. You aren't collecting mere water from some pond or river, you bottle up the very elemental essence of water itself to use at your command! A method of acquiring that is transmutating the essence of ice, which looks like normal ice, but greatly resists temperature change, a per its nature. You don't make a water bullet with a few grams of common water, you use a few drops of highly refined water essence, which is able to magically generate a barrel's worth of water in an instant! You can load it into your Groundlayer and make self regenerating sources of water, even if it were to constantly pour over into the void. It is distilled water essence in a bottle, able it to generate many gallons worth of water when allowed to expand. It isn't just normal water in a bottle, oh no-no-no, that's what any non-magical person can do.
